MANILA, Philippines – While it was new Department of Education (DepEd) Secretary Sonny Angara who faced the House appropriations committee on Monday, September 2, his predecessor, Vice President Sara Duterte, was the one catching strays.

The criticisms of her stint as DepEd chief came in different forms, from Deputy Minority Leader France Castro panning the implementation of the Matatag curriculum, to appropriations committee senior vice chairperson Stella Quimbo contrasting the agency’s fast disbursement of confidential funds with the slow utilization of her regular funds.

One of the most striking accusations that came out of that hearing though was the supposed conspiracy that took place in the procurement of laptops and other ICT learning materials in 2023.

Rappler political reporter Dwight de Leon sits down with House appropriations panel vice chairperson and Ako Bicol Representative Jil Bongalon to discuss his allegation that a bid rigging that took place while Duterte was head of the agency, and the potential need for a thorough investigation.
